Do people know how to walk on the walkways?

now i am fed up of people who sundenly stop or change directions on the walkways.For a start we should have walking lanes and have heavy on the spot fines for people who sundenly stop, making other walkway users late for work or have to change lanes.

Also mothers whith push chiars should be banned from these lanes and all busses and trains.

No wonder the usa is having a financial crisis with so many late people due to poor walkers.

A walking test permit should be by law needed and a heavy walking fee of 500 dollars be introduced.

This will keep the streets free from those who are only there to stop the countries economy.Do people know how to walk on the walkways?
So, what's next... a fine for breathing hard. How about wasting water in a drinking fountain. Just deal with it. There's always going to be people that are not paying attention to the world around them.
