How much is a ticket for unsafe lane change?

My sister was driving in the right lane when she realized that the lane is the entrance to the freeway, so she changed lane to the left. Then a cop pulled her over and told her it was unsafe for her to change lane, since a car might be hit her. So my sister reasoned that she already checked and it was safe to do so. Then he changed his reason, and said that the lane she was in said to turn right only, so she couldn't go straight, but she changed lane and didn't go straight, and it wasn't at the intersection. Either way, it was really stupid, because we're sure that we didn't do anything wrong, but my sister was afraid that the cop might raise the cost of the ticket, so she said nothing. So I wonder based on his reason, how much would that ticket cost?How much is a ticket for unsafe lane change?
