Where do Californian learn how to driver?

Before my trip to L.A, I taught houston,texan drivers were crazy and reckless.Recently,I visited L.A california,drivers there drive so recklessly ,change lanes like mad dogs,speed like race drivers and do not even respect the right of way on the streets.My experience was not just and isolated incident but a multiple of incidents I witness on the freeways and streets during my stay in L.A. I just wonder where and how these drivers got their driving license at the D.M.V or D.P.SWhere do Californian learn how to driver?

I often wonder this. Im from the UK and now live in California, i don't know how 80% of the people on the road here managed to pass there test.
They get their license at the DMV. I think most Californians do know how to drive, it's just they are in a hurry. Especially in Los Angeles. I'm from LA county and I know things downtown and in the city are hectic and everyone is in a rush to get places. People do know how to drive and what they are doing, they just don't really care about the rules. They want to get places and get there fast.
I know, right? Several near death experiences every time you get on the 405 or the 5. Used to make my heart race but I moved to... Texas! Heart rate is back down. :o)
