Traffic Engineers ; average response for oncoming driver to change lanes?

I noticed today that a work site popped up in the right lane of a four lane street. I moved over quickly, but many drivers seemed to hope the obstruction would clear up before they reached it. Has there ever been a safety study as to how close oncoming drivers come before they finally change lanes?Traffic Engineers ; average response for oncoming driver to change lanes?
That's kind of like dipping a 'stupidity stick' into the traffic (driver) pool. Hard to measure. Many will wait until the last possible second to do anything in response to an obstacle ahead, even though they can plainly see it. We at least hope they can plainly see it, anyway!
